I used VS2008+MSDN in Celeron 1.7GHz, 512MB RAM machine. Both runs at a time smooth in my Celeron 1.73 GHz and 1GB RAM laptop. I think VS+MSDN type heavy software should not be run in low end machine. If do so, you may be able to code but compiling will take a lot of time. and JIT debugging will be way too slower. It'll consume your development time in low end machine. I think Development should be done in a high end machine so that all the tasks besides coding doesn't affect the work flow.
