My suggestion for the OP is

Setup Ubuntu then replace GNOME with more lighter window manager, Openbox is
my personal suggestion. Might take a little time to get used to and will
need some tweaking, but its very efficient and very customizable when you
have all set and done. Openbox only have a single configuration folder, so
you can copy this setups to as many installations you want. I've used this
setup on a P4 with 1GB and its gets noticably faster.

Running VS2008 in PII machine sounds too much. It would have a hard time
running Windows XP. Are you sure?
