I wonder, though, is it enough to change the metacity theme to something simpler, or would we be better off doing something like a complete 8-bit solution--i.e. a whole gtk/icon/gdm/etc. set that uses a well-thought out palette so that all these different visuals are sharing the same colors?

You have to. There's simply far too many laptops out there that cannot
accomodate any better than 8-bit depths. Ditto for a lot of legacy
hardware that is the only thing that Ubuntu users in some less
priviledged countries can afford or that they are given by charities
from more priviledged countries. Ditto for a lot of embeded devices
into which a slimed-down version of Ubuntu is being fitted.
