OK, one thing I'm missing is where is PAD_TO being set?
It isn't.
I thought when this was talked about before I was saying we should
set a soft default
of 1 or something so we can re-use this target?
Right, I'd forgotten about that. It seems to work though with PAD_TO
being empty.
