[Xie Shaohui] You are right. The pbl.cfg is general, but rcw.cfg is different 
on different boards, it must be replaced according to boards when building boot 
Image for different boards, but the RCW is really based on user's choice, there 
are so many different settings user can do to change RCW. What should this 
situation be handled? Or we just provide a default RCW for each board 
respectively, but user will still need to replace it according to his case.
