Right, I was mostly thinking SetVariable which still goes through u-boot.
Copying an entire file is possiible though I guess
dd if=foo
of=/sys/firmware/efi/efivars/Boot0123-8be4df61-93ca-11d2-aa0d-00e098032b8c
But Linux makes some consistency checks.
