The build command for sunxi-spl.bin is constant, so it is pointless
to use $(call if_changed,...). $(call cmd,...) is enough.
On the other hand, if the tools/mksunxiboot is updated, the resulted
output may be different. Make the output image dependent on
tools/mksunxiboot.
