The FCC expects the cabler to give the network, which does minor 
tournaments and ancillary coverage of majors, comparable placement with 
other specialty sports nets (as it had with Golf and what was still then 
Versus), except where channel capacity issues would be caused by doing so. 
It's the first time a system operator's been found in violation of 
nondiscrimination rules in regard to programming since their inception in 
1993.
