So how can you use in another language which is not translated?
I'm not talking about a new language, I'm talking about an existing one
- for example fr_FR
I have to activate it (OK), but that is not enough - I need to make it
translatable as well.
Thats strange.
Active languages are the one that can be related to some models (for
example the language a party spokes) and translatables the ones that can
be used in the user interface.
So a active language it is not mandatory to be translated.
