I vote for combining the user groups to two groups, one with CMAKE_BUILD_TYPE=Debug for developers and debugging and one CMAKE_BUILD_TYPE=RelWithDebInfo or Release.
I don't really care whether release build contain debug symbols or not. I don't care for optimizations in debug builds neither as I always have a git-version installed system-wide as productive mail client and (at least) one development build. Also I do not have any issues with the performance of current CMAKE_BUILD_TYPE=Debug builds but I also have a quite powerful system. On the other hand setting the CXXFLAGS when needed isn't much trouble neither.
