I had this issue too on 22.04. Started after an update where an error occurred "The Pakagekit daemon has crashed". After that I tried "sudo dpkg --configure -a" but that failed too at the PackageKit update. Like described in the report above.
But during this step some other updates was installed correctly, so not a complete fail. After that I tried "sudo apt --fix-broken install" as suggested in an update error message.
