I had this issue too on 22.04.

Started after an update where an error occurred "The Pakagekit daemon has 
crashed".
After that I tried "sudo dpkg --configure -a" but that failed too at the 
PackageKit update. 
Like described in the report above.

But during this step some other updates was installed correctly, so not
a complete fail.

After that I tried "sudo apt --fix-broken install" as suggested in an
update error message.

That command updated the PackageKit and packagekit-tools correctly and
after that I was able to update everything else, so all packages now are
up to date.

Bug description:
  packagekit wants to update but cant, all measures to fix it result in
  the same error:  you must manually run 'sudo dpkg --configure -a' to
  correct the problem, but that does prompt the error that the package
  is not installed while it is.

  dpkg: dependency problems prevent configuration of packagekit-tools:
   packagekit-tools depends on packagekit (= 1.2.5-2ubuntu3); however:
    Package packagekit is not installed.

  Trying to install anything about this package always results in error: "E: 
dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to cor
  rect the problem." and that solution does not work but again prompt the error 
above claiming dependency problems.

  I have tried:
  sudo apt install --reinstall packagekit package-tools
  sudo apt -f install

  
  The update either says:
  <html>Cannot obtain lock:<br/><br/>E: dpkg was interrupted, you must manually 
run &apos;dpkg --configure -a&apos; to correct the problem. 
  </html>
  or more rarely
  <html>The PackageKit daemon has crashed:<br/><br/>The PackageKit daemon has 
crashed</html>

  This bug is probably not a security vulnerability in itself but since
  no security updates can be made since this problem started it is kinda
  one. Since I am not sure if you consider that a security vulnerability
  I will leave the option unmarked.
