libc6 is somewhere down the chain for this package and depends on libcrypt1 and libgcc-s1 which both depend on libc6. This seems fishy and probably should be fixed. I initially discovered this issue in the package browser on the ubuntu website(https://packages.ubuntu.com/jammy/libudev-dev) which likely does not take into account any changes made by Mint. I do not have any Ubuntu machines to test on except a cheap laptop with a borked 14.04 install and a UEFI password I don't remember and I'm on a 10 year old laptop which means VMs are probably out of the question. Please make sure you were testing on JAMMY and not anything older or newer as that is what the affected Mint release is based on. If it still works on Ubuntu and fixing the circular dependency doesn't fix it on mint(or breaks something on Ubuntu) I will report it to the Mint devs.

Actual: apt tries to remove important system packages like xorg and network-manager. The first time I encountered this issue I was using -y with apt, so it removed the important stuff and I had to reinstall my Mint. My files are safe but my Christmas was ruined.
