Thank you for your report.

I was unable to reproduce this on Ubuntu. Installing libudev-dev
249.11-0ubuntu3.6 seems to work just fine. I tried both an Ubuntu cloud
image in a container, and a fresh desktop image in a VM. Log attached.

Your "Proof that is not Mint's fault" doesn't demonstrate that this is
the case. Packages have complex dependency relationships, and just
because the libudev-dev package is unmodified in Mint does not mean that
the problem doesn't lie elsewhere in some other package that Mint has
modified.

To make progress, please test on Ubuntu itself, and then provide exact
steps to reproduce your problem on Ubuntu. Once you've done that, please
change the bug status back to New.

Title:
Trying to install libudev-dev uninstalls important system stuff

Status in repos:
  New
Status in systemd package in Ubuntu:
  Incomplete

Bug description:
Ubuntu version: I am using Linux Mint but apt-policy says the package is in
the Ubuntu repos. The version of Mint I am using is Mint 21, which is based on
Ubuntu 22.04.
  Package version: 249.11-0ubuntu3.6
Expected: libudev-dev installs without removing anything important.
Actual: apt tries to remove important system packages like xorg and
network-manager. The first time I encountered this issue I was using -y with
apt, so it removed the important stuff and I had to reinstall my Mint. My files
are safe but my Christmas was ruined.
P.S. please fix this ASAP as I need that package to use one of my Christmas
gifts
