  [SHELL] apps scope is not in place when performing long edge swipe
  from left

Bug description:
  to reproduce
  -------------------

  go to home screen
  navigate to any scope apart from apps scope
  launch an app from launcher
  edge swipe from left across the screen to push focused app away through the 
right edge

  faulty behaviour
  ----------------------
  Dash will be revealed focused on the last viewed scope
  apps scope will transition into focus on finger release

  This behaviour is disrupting the sense off orientation and ability of
  the user to learn the expected result.
