I haven't dug all the way into the code but I suspect the Developer Options tab and the Updates tab only hanlde -updates, -security, and -proposed to exist in /etc/apt/sources.list not in a different file in /etc/apt/sources.list.d/.
Additionally, I'd expect -proposed to appear in the "Other Software" tab of software-properties. I'm still really curious where the proposed.list file came from.
