Yes. Is that... a better way to phrase it? I edited

into the somewhat more longwinded:

"Drawing from the "release early, release often" mindset of open source 
communities, host locations are encouraged to submit drafts of their bid 
to the TOS list for feedback; the bid process is meant to be a 
collaborative discussion. In fact, a good way to increase your chances 
for acceptance is including links to mailing list posts that demonstrate 
you getting and incorporating feedback from the TOS community into your 
bid. Bids can be submitted as many times as you like; the approval 
process is iterative with the intent to get the best possible outcome, 
and we will give feedback on drafts of the proposal until it is acceptable."

(As Matt has said, "conciseness comes later.")

Oh, definitely. I think having 2-3 actual bid documents will make this 
much clearer - I need to write one for the POSSE Basics workshop in 
Raleigh, actually! - and this is one of the things I think the groups in 
Asia that have contacted Harish can help with.
