Hey Mel,
This looks good. The only suggestion I have is to make the "per person"
amounts more clear. E.g., Instructors flights (2 X $500). 

I'm also not sure what "The approval process will be iterative with the
intent to get the best outcome" means. Does this mean that you'll iterative
help the proposer with drafts of the proposal until it is acceptable? 

And of course once you have a successful proposal bid in this format,
publishing it for folks to copy would improve the success rate.

A bit of context: Harish has gotten a bunch of POSSE queries from 
different places around Asia, and we realized we don't really have a 
good way to handle them... so he's going to be saying, basically, "we 
don't have a good way to handle these requests - but if you like, you 
can help us build one!" and if they step up, they'll build our bid 
process for us. :D
