I just discovered it only happens when Dark Mode is enabled in the Options. When I turn Dark Mode off in TortoiseSVN options, the issue is gone. When I turn it on again, the issue is back. Thanks for the report! Good catch to pinpoint it to the Dark Mode, that really helped to reproduce it. I'm looking at a solution but this is all Microsoft standard controls so I'm not sure how easy it is to fix it.
