Thank you for the reply. Updated to Nvidia 566.03 on Windows 10. Issue is still there.
I just discovered it only happens when Dark Mode is enabled in the Options. When I turn Dark Mode off in TortoiseSVN options, the issue is gone. When I turn it on again, the issue is back.
