I already have disabled all system sounds.

But now that you mention it: This was not directly within TorotoiseSVN but from 
a dialog opened by an internal program using one of the TortoiseSVN DLLs. 
Apparently that program still uses a pre 1.8 DLL then which then plays the 
custom sounds.
