I looked at this patch, but I am afraid that the TagLibraryInfoImpl cannot be
cached in Parser.java and JspDocumentParser.java in this simple way. In
TagLibraryInfoImpl the individual CompilerContext is used for each jsp
precompilation specifically. I guess that's why it didn't work on the admin app
precompilation.
