I got it to work so I'm no longer concerned, but there are still 2 problems:

#1: Admin utility allows you to appearantly delete the '/' context, but it
actually doesn't work.

#2: If editing ROOT.xml is the expected way, then this should be in the
documentation -OR- the file ROOT.xml should already exist in the localhost
folder (it doesn't exist anywhere, nor are there comments that it should be
created).  The /admin context is changed via "admin.xml", the /manager context
is changed via "manager.xml".  So what should the / context be controlled by? 
".xml"?  It's not clearly intuitive that it should be "ROOT.xml" and that the
user has to manually create this to get it to work.
