The default bare bones implementation of java.util.logging, as provided by Sun in its JDK, is rather limited for containers. It lacks a good file based logger, for example. So your class is one part of a container-friendly java.util.logging implementation. This is not Tomcat specific, and at the moment, we have not decided to provide such an implementation.
