No, it's not related to IIS at all.
The previous implementation was taking the uri an cut out the
';jseessionid=...' from the url.
Take a look at JK2 and it's jk_uriMap.c:
url is rewritten, but restored on exit that jk did not do.
That is exactly what this patch does.
