stdout not working when installed as windows service

I verified that if you use tomcat's service.bat, and change "--Java java" to "-
-Java path\to\jvm.dll, then the stdout file gets created but never written.

Is this the intended behavior, or a bug?

Is there any workaround, other than installing java normally?  I want to use 
this on systems onto which I simply copy the java distribution w/o running the 
java installer.

(Apologies if this is not the appropriate forum for asking this kind of stuff).
