IIS uses APR by default (staticaly linked) for a long time.

Why? 
Just rename
  env->registerFactory( env, "channel.socket",
jk2_channel_socket_factory );
to
  env->registerFactory( env,
"channel.socket",jk2_channel_apr_socket_factory ); 

and drop the socket channel.
