I don't follow your assessment.

Carriage returns do not terminate Java statements, so
either a syntax error should be generated, or the
statement should work the same as if it were pasted
directly in the text.

I have never seen any documentation that says "<%@
include ... %> statements must be complete statements.
 If that is true, it should be clearly documented.

I see no reason that "<%@ include ... %> statements
should not simply flow text into the host document,
but if there are such restrictions, they should be
clearly specified.

I would like to keep this issue open to get more
clarification on the limitations of the "<%@ include
... %> statements.
