Catalina not loading webapps from specified folders

This error was replicated on two separate machines...
A) Power Mac G3 "blue and white" 350Mhz - MacOS X 10.1.3 - 768MB RAM - JDK 1.3.1 
B) Power Mac G4 dual 1Ghz - Mac OS X 10.1.3 - 1024MB RAM - JDK 1.3.1

The movie clip is from the dual G4.  The server does boot up and display the
root page.

If I place JSP pages directly in the webapps directory and not in the examples,
servlets, or any custom made folders, they will build and display.  I cannot
find any configuration problems in the /conf directory files (i.e. server.xml)
and I have not made any changes to the given binary v4.0.3 distribution.

I also extensively searched this bugzilla database and the mailing lists for
similiar problems and did not find one.  However, I find it strange that I have
2 different machines present the same error with the same binary, this is why I
have decided to enter this possible bug.

Installing and booting Tomcat 3.x *does* work on both machines and all example,
servlet and custom folder webapps work perfectly fine
