You're right, but will work with all servers. I assume this is intended 
for debugging, and having it at virtual host level is not a big win.
Having it at uri level would be interesting, but I don't think it's worth 
the effort.

It doesn't matter too much - you can check it in as apache1.3 specific
if you want.
