Another consideration is the relative priority of the Web App Developer's
Guide (or whatever it ends up being called) is the priority of this doc,
versus the other config docs.

When I originally wrote the App Dev Guide, servlet 2.2 was still pretty
new, and the concepts of a web app were foreign to most folks.  Now,
however, the recent versions of the servlet books cover the same territory
pretty well -- and many of them are using Tomcat as their server in the
examples and tutorials.

We might not need to spend as much time on the generic "how to build a web
application" stuff, now that other resources are available -- and focus on
the stuff that is important for configuration, like all the stuff that
goes into server.xml.
