That tends to be true on maintenance releases to existing code (particularly in
betas) of most projects.  It was certainly true of the patches I committed between
3.2-b6 and 3.2-final -- pretty much the only functionality changes were making a
couple of default settings configurable.  Everything else was bug fixes.

An NNTP based system would disenfranchise users behind firewalls that prohibit NNTP
traffic.

My mail reader (Netscape Communicator) provides me a user experience for mailing
lists that is almost identical to the way it handles newsgroups:

* Auto-filter copies messages for each list I subscribe to into a
  folder for that list.

* My default sort order is "by thread", so I can follow conversations
  easily.

* The only difference is actually a good thing -- on mailing list folders
  the Delete button is still active :-)
