I think choice 1) is the better approach.  When 3.2 is released, harvest
all the commits to 32 since the 32 release fork and merge them into the
3.3 dev branch if they still apply.  Then track any bug fixes to the
32 release.  There is still alot of work to be done on 33, and at some
point we may want to release bug fixes for 3.2 as a 3.2.x release.
