[toaster] Problem Sending Local Bulk Emails

I recently discovered that some mails are not received when sending bulk 
emails (multiple addresses in the TO:) field e.g. more than 250 emails. 
This is not for spamming but we use qmail as corporate email so we send 
emails out (e.g. memos) to all the people in the organization. Is there 
 a limit in qmail that does so? how can i solve it. Thanks
