I recommend you use ezmlm. Just setup a moderated list, where moderators are the only ones that can post. Make your secretary a moderator, and then tell her that after sending the email, she'll have to acknowledge it to go through. It's 2 steps, but allows you to limit who can send to the list. Also, if you use qmailadmin, the new user screen will allow you to optionally add a new user to that list.
