I think this is a sensible approach. In draft-ietf-tls-ecdhe-mlkem, the
hybrid groups were marked RECOMMENDED = N following consensus. However,
it seems worthwhile to discuss whether X25519-MLKEM768 should be changed
to RECOMMENDED = Y and come up with update to the draft.
