The important phrase in that link is “a proposal to solve a particular problem.” The particular problem to be solved is “do we need analysis to make sure this doesn’t break the TLS 1.3 guarantees that have already been proven?” RFC 2418 and the IESG note (published in 1998 and 2001, respectively) call such a small group a design team.
