Well at the moment the web page defines what's used in practice and the spec
defines... something?  A hope for the future?  An extension to the current
usage?  At the moment if I'm using something like Wireshark to debug a
connection issue I need to go to the Mozilla page because that's what tells me
what's needed by the app consuming the data.

Maybe if it was renamed to "Extensions to the SSLKEYLOGFILE Format for TLS
1.3" it'd be a bit clearer.
