The Chinese GFW provides a good list of techniques:

It's also very unevenly applied. For example, I found I could use all sorts
of foriegn sites (Instagram, Twitter, etc) on my roaming mobile phone, but
not on a more anonymous WiFi connection.

So, I agree it's not useful to speculate here. The problem is just too
complex, and the concerns are often outside of the IETF's purview.
