That is one way to do it, and the process usually used if a document
attracts a lot of interest (a call for adoption). This draft seems
uncontroversial but maybe not of wide interest. You should probably discuss
it with the AD and the chairs, if you haven't already done so. One thing to
keep in mind is that IETF bureaucratic processes are usually deliberately
underspecified, so it's difficult to game them. This can be confusing to
newcomers, but I think it's ultimately a good thing. It doesn't mean you're
doing anything wrong.
