Sec 7 of RFC 2418 (IETF Working Group Guidelines and Procedures):  A working 
group Last-Call serves the same purpose within a working group that an IESG 
Last-Call does in the broader IETF community.

Sec 14 of RFC 2026 (The Internet Standards Process -- Revision 3): “Last-Call - 
A public comment period used to gage the level of
      consensus about the reasonableness of a proposed standards action.”
