I agree with Stephen on this (narrow) point. The draft is on Standards Track, which means is proposes a standard. The fact that it is an "extension" is irrelevant in TLS: lots of things that are part of the standard; see Section 4.2 draft-ietf-tls-tls13.

It's explicitly optional.

I can find nothing in the draft that says that.

I don't really have a dog in this fight, but let's please be accurate.
