You are using Ubuntu which is based on Debian and uses .deb packages (not
rpms).

There are reasonable instructions (although you might have to change things
around a little) at
Development_Environment<https://github.com/tp-freeforall/prod/blob/tp-master/00b_Development_Environment>

no rpms involved.
