Use case is to track rawhide. The cloud image seemed to be The shortest way to
get the upgrade to rawhide. Installing to a virtual machine takes care of
setting an account and enabling root.
virt-customize -a Fedora-Cloud-Base-Generic-43-1.6.x86_64.qcow2 --root-password
password:xxxxxxxx
qemu-img resize Fedora-Cloud-Base-Generic-43-1.6.x86_64.qcow2 +30G
btrfs device add /dev/sdax /
takes care of making space
dnf4 groupinstall ...
Takes care of configurations

I'm too slow for 5 s so have timeout set to 25 s
Can force kernel selection with making /etc/grub.d/41_custom to 07_custom and
creating the appropriate custom.cfg in
/boot/grub2
putting options on the command line then requires a boot, edit to custom.cfg
and reboot. Using the grub menu is much nicer.
