It's not common to use the cloud image locally, because it's uninitialized
by default (no accounts, disabled root). Are you use you're using the right
image for your use case?

Neal Gompa provided this info on our #quality matrix channel:

the hidden menu functionality isn't used in cloud at all
instead the timeout is set to 1 second
the timeout needs to be updated if you want to see the menu
oh sorry 0 seconds
but still, in order to make the menu work, it needs to be set to a
reasonable amount for timeout
which I think 5 seconds is probably what you want
