As was previously mentioned "system-config-language" appears not to be
installed by default.
Once you "yum install system-config-language" the
"Start>Administration>Language"will be there.
If you feel that it should be installed by default when LXDE and Xfce are
installed then simply write a bugzilla requesting that.
