rpm -q system-config-language (from terminal) should tell you if it's installed. If not su -c 'yum install system-config-language' will install it. When you have it installed try finding it in the menu, under XFCE it's Administration->Language, in LXDE it should be something similar. If it's installed and not in menu, it's a probably a bug somewhere.
