For Fedora 17 there were maybe a few hours of hold up because I proposed it as 
a blocker that there was no memory test entry on UEFI booted hardware. It was 
approved as a blocker. But then subsequently it was shot down when it was 
realized there is no UEFI memory tester at all (unless the firmware provider 
and hardware OEM chooses to supply such an UEFI based utility with the system).

So practically speaking it isn't enforceable for all of UEFI at this time, and 
while a distinct minority it's a little silly to consider it "release blocking" 
when it doesn't exist for an increasing percent of hardware sold.
