Mine is under /usr/local, but that is because I installed it from
source. It might be elsewhere on your system.

*wince* That won't work. Move ~/GNUstep to something like
~/GNUstep.bak and then run `wmaker.inst' this will reinstall the GNUstep
directory. WindowMaker won't recreate the GNUstep directory because
wmaker only puts its config there, it isn't wmaker's config directory
exclusively -- it's there for the entire GNUstep project, hence the
name. WindowMaker also won't start if the GNUstep directory doesn't
exist.

~/GNUstep/Library/WindowMaker/menu
is the location of the default menu, after you've cleanly reinstalled.
