Installing an RPM won't run the program (thankfully, if it did, there
would be hell to pay).

Running that from the command line as root should work. Those are the
exact command line options I use with one exception:
/usr/sbin/sendmail -bd -q15m
^
A dash in front of the `q15m'
Try it with that addition ;)

Make sure it is in your start up files. Check to make sure
/etc/rc.d/inet.d/sendmail exists and there is a symbolic link to it at
/etc/rc.d/rc.2/S20sendmail (or something around 20, it's been a while
since I've messed with RH's init scripts).
