Hi,
For really cheap Tier 3 SAN storage we have used a UK supplier of systems built
on Open-E http://www.open-e.com/partners/certified-systems/
For Tier 2 we have used Nexsan http://www.nexsan.com/ SATABoys, SATABeasts and
E-Series and found their systems and support to be excellent
For Tier 1 we use EMC VNX/VPLEX.
